Abstract

The world is facing a biodiversity loss crisis, and, in response to this, nations have implemented various policy instruments to address it. This study designed and applied the Aichi Targets Compliance Index (ICMA) to compare the performance of 37 OECD countries, with a focus on Mexico, and to explore its relationship with the gross domestic product (GDP). The ICMA assessed the alignment of national targets with the Aichi Targets and progress toward their achievement, using official data from the Convention on Biological Diversity. No country reached the benchmark of 75 points; Finland had the highest score (61), followed by Mexico (52), compared to an average of 32.5. No statistically significant association was found between GDP per capita and the ICMA. The index provides a comparative tool for analyzing the implementation and accountability of international biodiversity commitments.
