Abstract

In 1996, Mexico’s Ministry of Public Education designed and developed a special program named Programa para el Mejoramiento del Profesorado with the chief objective to strength the state universities. The purpose of the program was to foster the postgraduate studies between the professorate in order to develop better research activities, team work and students tutoring inside the universities, and gain a better international level. After 10 years, the program reached about 22.6% of the 10 year planned goal. The paper reviews the possible causes that produced that scenario, and presents actions taken by Universidad Autónoma de Ciudad Juárez and Universidad de Guanajuato to respond and solve the problem. Non technical skills are presented and discussed as a potential and strategic resource for the Programa para el Mejoramiento del Profesorado and the Mexican universities.
