Abstract

The importance of micro, small and medium enterprises for job creation and the national, regional and local development, is recognized in academia, government and international levels. Development management requires consideration in any country there different types of entrepreneurs, different forms of organization and different contexts. Entrepreneurs, enterprises, contexts and their interrelationships condition development processes not only at the national level, but on all subnational (region, state, county).  In this perspective, conceptual work concerning systematize and elements are proposed to understand the micro and small enterprises (Mipe), its officers and its interrelations with other social actors (contexts) as actors in the development process of their immediate environment. The essential attributes of entrepreneurs, businesses and the various contexts that favor the management of development results in the continuous improvement of standards and quality of life of the local population, are analyzed.
